Rights of Way Improvement Plan for Merseyside
Welcome to the Merseyside Rights of Way Improvement Plan website. The Merseyside ROWIP is a joint plan that has been prepared between the five respective Highway Authorities (Liverpool City Council and the Metropolitan Borough Councils of Knowsley, Sefton, St Helens and Wirral) in conjunction with Merseytravel, the Passenger Transport Authority and Executive that coordinates public transport on Merseyside.
The Merseyside ROWIP is a 10 year strategic plan for improving local rights of way for all types of user. Section 60(5) of the Countryside Rights of Way Act 2000 placed a statutory duty on all Highway Authorities to produce a ROWIP. Following extensive research and consultation with stakeholders and user groups the Merseyside ROWIP has been published in accordance with the statutory guidance.
